Model of requirements engineering for information technology governance based on the COBIT framework in public organizations using the REGIT method: Case study: Civil registration organization

Today, information technology is increasingly being used and influential in organizations. What ensures this influence and, consequently, the success of the organizations, is information technology governance. The information technology control tool and the organization's goals, as well as the establishment of a reference model of the organization's IT goals, are called cobit. The latest version of cobit is the cobit 5. In this paper, we have tried to identify the requirements of the organization in the field of studies that the organization is registered with, using the requirements engineering requirements according to the Klaus Pohl model, and using the 5-model cobit framework Recognize all identified requirements and match the goals of the organization and the objectives of the cobit Framework. Therefore, all processes of organization and software and its objectives were identified and a framework based on the cobit 5 was built using the model of engineering needs of Klaus Pohl. This model covers all the information technology needs of the civil registration organization, helping administrators of the organization register to design software and plan the goals of the organization.
