Two stages post-disaster humanitarian logistics

Disasters are the unpredictable events occurs spontaneously in the any part of the globe. It becomes more frequent in accordance with the change of global environment and enlarge population size. When disaster strikes, the daily life of the people in that area is disrupted. In that anarchic situation, the victims are provided by humanitarian goods by some organization. In this paper, we developed a post-disaster multi-objective two-stage transportation model to describe the shipments of humanitarian goods from source to affected areas. In our proposed model we classify the disaster affected areas into three zones according to their degree of devastation. The paper aims to minimize the total shipment cost and maximizes the safety in the routes of the transportation under the budget and desired safety level constraints respectively. Finally the problem is solved by Global Criteria Method using the Lingo 13.0 optimizer solver and Genetic Algorithm.
