Bit allocation and coding gain in MPEG video compression standard for optimum picture ordering

This paper seeks to provide bit allocation and coding gain for optimum picture ordering in the MPEG video compression standard. A coding gain is derived based on prediction theory. The optimum ordering of I,P,B pictures is clarified according to image source characteristics. Also, a parameter reflecting the tendency of interframe correlations is introduced.
