Retracted: Initial Analysis on the Construction of Smart Governance System for Special Equipment Safety

In China, "Special Equipment" refers to boilers, pressure vessels (including gas cylinders), pressure pipelines, elevators, lifting appliances, passenger ropeways, large amusement devices, and non-road vehicles, which have high risks. The safety supervision to special equipment in China has been implemented for over 60 years, how to change the function and position of government to reform the special equipment supervision mechanism by utilizing internet thinking in the background of rapid economic and technical development has become a challenge and task for governments of all levels for the purpose of improving special equipment safety governance level. The paper analyses the current development situation of China special equipment safety supervision based on smart governance theory and analysis of practice research results, and proposes to change from the traditional supervision to smart governance for special equipment and modernize the safety governance ability as the counter measure.
