Public-private partnerships in large-scale infrastructure in Russia: Opportunities and challenges

Modernization of large-scale infrastructure is one of the main economic problems in Russia. The subject of analysis is Public-Private Partnerships (PPPs) in Russian infrastructure in the framework of the federal laws on concessions and PPPs entered into legal force in 2005 and 2015 respectively. Particular attention is also paid to the administrative scheme of selection of investment projects to provide state support. The author's general conclusion is that despite the existing problems in Russia and around the world PPPs remains one of the most important instruments for financing development large-scale infrastructure.
