Estimation of the output value of Taiwan's product design industry

Taiwan's public sector had already implemented three policy changes so far, but these did not bring about significant improvements to the development of the product design industry. This is primarily due to the fact that it is a service oriented industry and industry data gathered based on voluntary reporting by individual industry operators that contains errors of measurement and inconsistencies. We propose that Taiwan's public sectors adopt the method used by Fritz Machlup to estimate knowledge generation in the United States. This would be used by all operators in the product design industry to declare their expenditures. Using this method, the Directorate General of Budget, Accounting and Statistics will be able to audit more objectively. Following that, the method of Rogers Rubin, Mary Taylor Huber, and Elizabeth Lloyd Taylor would be used during the next Taiwanese Industry, Commerce and Service Census (ICSC) to set up a project in which an industry Input-Output Table could be drawn up for the product design industry and other cultural creative industries based on the survey data. This will also assist the public sector identify the important areas that will generate maximum economic benefits from a forward and backward perspective within the industry supply chain so that the public sectors could target their support programmes for the advertising industry with a better focus.
