Through the analysis of the composition and classification of the highway construction cost, and expounds the content of the highway construction cost control. It includes cost forecast, cost plan, cost, cost accounting, cost analysis and cost assessment. In order to introduce the earned value method theory to the highway construction cost control, it analyzes the current parameter and evaluation index of the earned value method theory. It improves the existing earned value method theory. The improved earned value method theory is to improve the earned value method theory by considering the quality factor. With the improved earned value method theory, it realizes the construction quality of quantitative influence on cost. It establishes the highway construction cost control model based on the improved earned value method theory. The highway construction cost control model can achieve the goal of highway construction cost control.
