Proposal of an Orchestrator-to-Orchestrator Interface using the control orchestration protocol

In multi-carrier SDTN, Orchestrator-to-Orchestrator Interface is required since each carrier has its own orchestrator, whereas this interface is not defined. We propose a scheme to solve this issue and implement the proposed solution.
