Novel technique for measuring the complex dielectric constant and permeability

Macroscopic parameters are the main part of Maxwell's equations and any electromagnetic (EM) endeavor. Over the years, numerous techniques were developed to arrive at these parameters. The proposed novel technique uses Maxwell's equations and Snell's law to arrive at an accurate method to measure these parameters.
