A critical analysis of the net metering practice in cyprus

The promotion of rooftop photovoltaic systems in Cyprus was reinforced in 2013 through the adoption of a net metering scheme for domestic customers. Net metering is an energy policy that most commonly works through retail tariffs, thus allowing retail customers to offset their electricity bills with energy produced by their privately-owned generating units. However, the net metering practice has been raising concerns between stakeholders and regulators due to its direct impact on the utilities' revenue collection mechanisms. This paper investigates the particularities of the net metering practice in Cyprus in order to assess both its viability for retail customers as well as its effect on the utility's revenue. The analysis ultimately aims at identifying potential blind-spots that may hinder the higher penetration of rooftop photovoltaic systems.
