Evacuation simulation for area-wide disaster preparedness case study: ETE simulation in Japan

The 2011-great east Japan earthquake caused the Fukushima Daiichi nuclear power plant (FDNP) accident. This accident showed the challenges involved in evacuation management plan. Thus, after this accident, local governments conducted Evacuation Time Estimate (ETE) simulation to enhance the evacuation plan. In this study, by the lesson learned from this accident, we aim to evaluate various hypothesis to understand the characteristic features involved in evacuation simulation. With this goal mind, we have investigated the official technical reports related of Japan ETE, and we setup various simulation scenarios to find such characteristic features. The aid this study is to expect continuous improvement in ETE simulation in Japan, and standardization of ETE guidelines.
