Aerodrome control is the most common control method and necessary skill for air traffic controllers. In current cases that air traffic control personnel training is lack of unified standard, evaluation system based on computer research is more urgent and necessary. ATC effective index system research will bear the brunt of and be vital basis of evaluation system. Aerodrome control effectiveness three level index system for aerodrome controllers is put forward and established here based on civil aviation ATC related rules and experts evaluation. Further more, each level three index weight is quantified according to analytic hierarchy process (AHP) method.
