The factors of high-new-tech enterprise R&D project investment risk were relevant and had Multi-stage, this paper used the method of experts consultation to find the evaluation indexes out, constructed evaluation indexes system of high-new-tech enterprise R&D project Multi-stage investment risk based on Life cycle of enterprises, evaluated the high-new-tech enterprise R&D projects with the method of TOPSIS, got the sorting of high-new-tech enterprise R&D projects considering objective weight and subjective weight.
