Implementing an integrated centralized model-based distribution management system

This paper discusses the implementation of an integrated centralized distribution management system at DTE Energy's electric utility, Detroit Edison Company. Utilities have used an integrated Supervisory Control and Data Acquisition (SCADA)/Energy Management System (EMS) for years on the transmission system. The EMS provides utilities with various analysis tools, including state estimator, contingency analysis and dispatcher load flow. The EMS utilizes a network model overlaid with SCADA data. These tools are a necessity to ensure the reliability and availability of the electrical grid. The EMS does not work for the distribution network due to the complexity of the distribution network model and the nature of the distribution system. As a result of receiving a Smart Grid Investment Grant from the U.S. Department of Energy, Detroit Edison is implementing an integrated centralized distribution management system to provide complex analysis tools to the system operators. These tools will help ensure reliability of the distribution system.
