On China's Higher Education on Talents Based on Needs of Grass-Root Units

China's higher education has changed from superior education to mass education; education on talents based on needs of grass-root units is consistent with needs of job market and economic and social development in regions at primary level. According to constraints on education on talents in primary organizations, targeted measures are proposed, and a comprehensive study on higher education for primary organizations in China is also given in this paper.
