Current Account's Budget Constraints for Capital and Financial Account

Because of budget constraints, the countries, whose currency as world's currency, can have a variety of combinations between current account balance and capital and financial account balance. But for other countries, whose currency can't as world's currency, just can have a limited combinations between current account balance and capital and financial account balance.
