The External and Internal Barriers to E-Government Implementation

E-government envisages transforming internal and external ties of state agencies by exploring the capacity of the internet, electronic and telecommunication technologies in order to improve the quality of services' delivery, to enlarge the scope of public participation in the matters of state governance and to enhance inner processes. This paper states the external and internal barriers to e-government implementation and shows that many of the barriers to realizing the benefits of e-government are not technical, but rather occur when social, political, or legal issues arise as attempts are made to deploy and adopt the e-government and its applications.
