Multi-level emergency resources location and allocation

Emergency resources are prepared by the government for the unpredictable emergencies and disasters. A reasonable and optimal emergency resource location and allocation is the assurance for emergency relief as well as reducing the storage and deployment costs. China's NingxiaHui Autonomous Region, Fujian and other areas have taken shape in the province, city, town three-level relief materials reserving network. In this paper, we analyzed the establishment of multi-level, multi-disaster scenarios emergency resource location and allocation. A bi-level programming model is proposed and we give an effective algorithm based on PSO. Cases study illustrates our model and algorithm are very effective.
