A Study on Integration and Aggregation of Science and Technology Resources in Construction of Innovational Ningxia

To optimize allocation of science and technology (S&T) resources is a top concern of management and policy-making for all the countries in the world, We ought to realize that S&T resources are of the most significance among all resources and rarity is their most obvious characteristics. This paper compares lessons from world-wide practice in the integration of S&T resources. It presents the problems in the integration of Ningxia's S&T resources and proposes the target and task of the integration of S&T resources for innovation Ningxia's establishment. We present the suggestions to speed up the integration and aggregation of Ningxia's S&T resources.
