Spectrum management methodology

In many countries, spectrum will be cleared before reallocation to PCS, however, in some countries (e.g. U.S.A.), clear spectrum will not initially be available for licensed PCS operators and some flexible management scheme will be needed to use all allocated spectrum, which is available at a specific location. In all countries, flexible spectrum allocation is desirable due to changes over time, between applications and between operators. Spectrum Management Methodology (SMM), discussed in this paper, is a flexible technology for dynamically handling local optimization of spectrum resources in licensed bands and supports the use of non-contiguous blocks of spectrum. SMM can be used to flexibly control the use of spectrum to reflect different application requirements, regulatory changes in allocation, local spectrum availability and local operator mix. SMM is currently envisioned for deployment in the U.S. Emerging Technologies band, but could be developed to support future applications (e.g. FPLMTS) or other countries, where different spectrum may be allocated.
