A contingency plans generation system for urban storm surge disaster

The east cost of China is a disaster-prone area of storm surge due to its position on the western Pacific coast. The threat to the region's economy and personnel induced by the natural disaster has made it a necessity to investigate means of mitigating the loss. Research on urban storm surge disaster contingency plans generation for personnel evacuation, especially in the area of marine disaster prevention and reduction strategy is a result of this investigation. This paper introduces the development of a software system that facilitates personnel evacuations during an urban storm surge disaster. The system uses a linear programming model, rule-based reasoning (RBR) and optimization calculation as its key technology and is implemented with ArcGIS and C #. It is efficient in automatically calculating the affected area, the number of personnel to be evacuated and the settlement points of safety. In addition, an optimization calculation generates the maximum number of personnel to be allocated to the safety points as well as the best evacuation routes. The system is simple to operate with a high degree of visualization.
