A distribution planner once remarked that if five designers were given the same task of laying out a residential underground distribution system that between them they would produce ten different designs. This is perhaps an exaggeration, but it is certainly true that each designer seeks to optimize their design decisions taking into account the various present and future factors of cost, operation, maintenance, system growth and the interests of both the utility and the consumer in quality of service, system reliability, safety, and aesthetics.
