Safety management is an eternal theme for petrol-refining enterprises. By the research of producing characteristics, safety management actuality and safety evaluation index system of petro-refining enterprises, safety evaluation model was put forward. Based of the model, each safety factor was quantified. According to the request of producing safety rank and each factor's single threshold, safety factors' combined threshold range were educed, which provide a safety decision making basis for petro-refining enterprises.
