Weapon system deployment: a customer-oriented approach

The author discusses the development of capabilities for the operation, maintenance, and support of a new weapon system, which must take place while the weapon system is being built. The quality of the management of the changes determines how successful the restructured organization will be. He maintains that because of their project-oriented structure, site-activation task forces are uniquely suited to help the user orchestrate the required changes. The author discusses: establishing a site-activation task force; building a working relationship; creating an activation management structure; transition of active leadership; primary unit activation tasks; management tools; and residual activation tasks, if any.<>
