Title V emission fees: impact on the cement industry

The 1990 amendments to the Clean Air Act represent the first major overhaul of that statute in thirteen years. The effect of this legislation will change the way American industry does business in the future. This paper examines the proposed operating permit fees in thirteen states. Additional issues of indexing and permit fee caps are discussed.<>
