The author presents a simple method of determining optimal paths for road vehicles to navigate from known starting points to known goals where the traffic conditions may vary over the field of consideration as a function of location, time, weather, accident or traffic jam. The multiple vehicle, multiple goal case can be efficiently accommodated, and the selection of which vehicle should be given a particular goal assignment can be based on this analysis.<>
