On the cost function and splitting criteria in deterministic annealing for the design of entropy constrained vector quantizers

Deterministic annealing is a technique, which has the potential to solve two problems in variable-rate vector quantizer design-avoiding local optima, and determining optimal codebook size and also generalize existing work on the subject to gain insight to proper cost functions and splitting algorithms.
