Laboratory-Based Testing of Future Use Cases of Intelligent Measure-ment Systems Using Controller- and Power-Hardware in the Loop

This paper proposes a Controller- and Power-Hardware-in-the-Loop test setup for the validation of functions, also known as Tarif Use Cases (TAF), of intelligent Measurement Systems (iMSys) and applies it to TAF 10, the communication of relevant grid state data from a grid connection point. An overview of the state of art of iMSys in Germany is given, focusing on the regulatory framework, the relevant stakeholders, and required components and interfaces. The state of the art of power system testing is presented and the suitability of the proposed testing method discussed. The Power-Hardware in the Loop and Controller-Hardware in the Loop laboratory test setup is proposed and its suitability to validate TAFs and energy economical use cases (EAF) discussed. The test setup is applied to TAF 10 and the results show that a continuous communication of TAF 10 payload was possible for 12 hours. The measurement errors for current, voltage, active and reactive power are within the normative limits, verifying the accuracy of the digital meter. Discussing the aspects of time synchronization and quality, a mapping of TAF 10 payload to the logical node MMXU of IEC 61850 is proposed, enabling the integration of TAF 10 data into Digital Twins and distribution grid automation systems.
