Comparative Analysis of EU and Ukrainian Cybersecurity Legal Framework: Joint Impact on Global Security Policy

In this comprehensive research paper authors’ primary objective is to meticulously examine and elucidate the alignment and disparities between the European Union’s Network and Information Security Directive 2022/2555 and the Law of Ukraine "On Basic Principles of Cybersecurity of Ukraine", while simultaneously placing a significant emphasis on implications for cybersecurity governance, cross-border cooperation, and Ukraine ongoing integration efforts into European Union. The scope of this research is particularly focused on the thorough comparison of legislation scope and objectives, specific obligations, and cross-border collaboration in light of the current geopolitical context. The motivation for this research stems from the urgent need to establish harmonized regulations that can effectively address and combat state-sponsored cyber threats. A harmonized and unified cybersecurity policy is pivotal in fortifying European security, fostering diplomacy, and stabilizing the intricate geopolitical landscape. This research aims to advance substantial efforts in unifying the European Union and Ukraine’s legal framework to minimize regulatory gaps, thereby promoting enhanced cross-border cooperation and building diplomatic trust while jointly deterring common adversaries that break international law and threaten both global and regional security.
