Digital Transformation Strategy of Industrial Cluster Based on Tripartite Evolutionary Game

The establishment of cooperative mechanisms digital service providers and enterprises, along with the enhancement of governmental governance efficiency, constitute pressing challenges demanding systematic solutions during digital transformation advancement in industrial clusters. A novel tripartite evolutionary game model with digital service providers, enterprises, and the government is established in this paper by introducing digital transformation. The stability of the balance point of digital transformation of cluster enterprises under different conditions is analyzed in this paper to reveal the durability and resilience of digital transformation under different external and internal conditions. Compared with the traditional game model, it can better simulate the dynamic decision-making process and the cooperation mechanism between agents. The results show that when the intensity of government subsidies to platforms is less than the critical value, the increase of subsidy intensity has a good incentive effect on digital service providers and enterprises. However, excessive subsidies exacerbate the debt pressure of local governments and distort market signals, and some enterprises may shift their focus from technological innovation to policy arbitrage rather than genuinely improving their competitiveness.
