Dynamic Stability Considerations During Capacity Expansion Planning

The electricity networks play a pivotal role for meeting the energy system decarbonisation targets. Existing energy planning tools focus on generation and transmission expansion but neglect the impact of renewable sources on the system dynamics. However, it is of the utmost importance to integrate dynamic constraints and analysis into generation and transmission expansion planning, to prevent future operational risks. In this paper, the expansion results obtained using the PyPSA-Eur tool are coupled with the PowerFactory dynamic simulation environment. This allows to assess the dynamic impacts of future renewable-dominated generation mixes. More specifically, expansion scenarios for Spain are developed using PyPSA-Eur. Critical scenarios and geographical zones are identified, mainly with respect to inertia and short-circuit power. Then, dynamic simulations are performed in PowerFactory to evaluate the system dynamics under the identified conditions.
