A Multi-Stage Collaborative Planning Method for Cross-Energy Regulator Resources in a New Power System

To address the low line utilization in new power systems, a multi-stage collaborative planning method for crossenergy resource regulation in new power systems is proposed. Based on uncertainty quantification, the cross-energy phases of the new power system are divided into strategic reserve, tactical adjustment, and real-time response. A cross-energy resource model is established, encompassing distributed wind turbines, electrochemical energy storage systems, and combined heat and power units, achieving cross-scale connectivity. By constructing an offset stability margin indicator and charging and discharging constraints, the problem is transformed into an MDP model. Solved using a value iteration algorithm, this method achieves cross-scale collaborative optimization of the new power system, from second-level dynamic response to annual planning. Experimental results show that the cross-energy resource regulation complementarity ratio of this design method remains consistently above 0.75 at all times. The newly added line sizes are 2,7, and 15, providing the widest coverage of typical structures. On a typical high-temperature day, the maximum daily load drops to 2630 MW, a $7.7 \%$ decrease, demonstrating high line utilization.
