Use of remote sensing data and histogram intersection method to create a flood map

This article discusses optical and radar remote sensing data to create a flood map of the Atbasar town, Aqmola region, Kazakhstan. The flood map consists of water body and non-water body classes, it was created from binary images. Binary images were obtained from the near-infrared, shortwave infrared, and thermal infrared bands of the Sentinel-2A (Band 11, Band 12) and Landsat-8 (Band 6, Band 11) satellite images, as well as from the polarization of the Sentinel-1A (VV). These binary images were obtained from threshold values, they have been computed using histogram intersection methods. The final flood map was obtained by fusion, where the binary images were combined by logical sum. The final flooding map was superimposed on the GIS data of the settlement, then 62 flooded houses were found in the eastern part of the town of Atbasar.
