Oilfield Exploration & Development Integrated Data Platform and Data Governance Practice

To accelerate informatization and digital transformation while optimizing the reengineering of domestic upstream exploration and development (E&P) business processes, Sinopec Petroleum Exploration & Development Research Institute has established the Exploration & Production Data Center. For oilfield enterprises, digital operations necessitate robust data governance, with data asset management serving as the foundational pillar for digital transformation. This article presents data management models, methodologies, and common practical approaches, with a focus on data governance strategies for oilfield E&P based on the data platform model and the Data Capability Maturity Model (DCMM). The composition and technical framework of the integrated platform and key technologies for data governance are introduced. This paper emphasizes enterprise-level information architecture in data governance, coordinating diverse oilfield data resources. Its primary innovation and value lie in addressing the challenges of balancing multi-oilfield data governance — each with unique characteristics — while sharing key problems and solutions encountered during the construction of the data resource center. Combining theoretical insights with practical outcomes, this article outlines Sinopec’s data governance blueprint and implementation roadmap, offering valuable insights for researchers and practitioners in the field.
