Electronic Land Administration System for Sustainable Development: Case Study of e-Tanah System Implementation

The inefficiencies traditional land administration systems, exacerbated by manual processes and fraud risks, pose significant barriers to achieving sustainable development. This study addresses these challenges by examining the implementation of Malaysia's e-Tanah system, an innovative electronic land administration platform designed to enhance transparency, efficiency and equity in land governance. The research aims to evaluate the system's role in supporting Sustainable Development Goals (SDGs) while identifying implementation challenges and opportunities for improvement. Through a qualitative methodology involving stakeholder interviews and sustainability assessments, this study reveals that e-Tanah has successfully reduced inefficiencies and contributed to poverty reduction, gender equality and institutional strengthening. However, the system's incomplete digitization and issues such as digital literacy gaps limit its transformative potential. The study contributes to the field by recommending strategic adoption of advanced technologies like artificial intelligence and blockchain to optimize e-Tanah's functionality, alongside policy reforms to address sociotechnical barriers. These findings offer a roadmap for policymakers and practitioners to advance sustainable and inclusive land administration systems globally.
