Navigating the Regulatory Landscape: Roadmap for Successful Phaseout of SF6

The electric utility industry has long prioritized environmental compliance and Rate Payers-focused policies. As the United States economy and energy demand have grown over the decades, so has the need for more substations and transmission lines to ensure reliable power. SF6 (Sulphur Hexafluoride), a widely used insulation gas in medium voltage to extra-high voltage equipment, offers superior dielectric strength and fast recovery, making it a go-to choice of insulation gas in modern electrical systems. However, SF6 is a potent greenhouse gas, and increasing environmental concerns have led regulators to push for its reduction and eventual elimination. This paper explores strategies for phasing out SF6 from utility systems using game theory including coalition and evolutionary theories, considering the perspectives of key stakeholders such as Utilities, Regulators, Manufacturers, and Rate Payers. We also evaluate the benefits and challenges of a complete SF6 elimination policy thru coalition formation and evolutionary game theory models.
