Adoption of the IEEE 2800-2022 Standard by the Southwest Power Pool

This paper provides an overview of the Southwest Power Pool's (SPP) activities to adopt the IEEE 2800–2022 standard. It begins by evaluating various approaches to adoption and identifies the most practical and feasible approach for SPP, considering the technology readiness levels of vendors and the concerns of generator owners, transmission owners, transmission operators, and consultants. The paper then summarizes the results of a gap analysis conducted by SPP, comparing SPP governance documents with IEEE 2800–2022 clauses. Following this, the paper introduces and proposes a phased plan for adoption, developed through negotiations and discussions between SPP staff and stakeholders, spanning from late 2022 to the end of 2024. Next, it outlines the modifications made to SPP governance documents to support the first phase of adoption. Finally, the paper discusses the gaps, challenges and concerns, final revisions and recommendations, and future work necessary for the full adoption of the standard by SPP.
