A Transmission and Distribution Tariff Settlement Model with Distributed Transactions Under the Third Regulatory Cycle

This paper studies the settlement methods and pricing methods of transmission and distribution electricity charges at home and abroad, and proposes a settlement model of transmission and distribution electricity charges that takes into account distributed transactions. It is based on distribution pricing methods of various grid forms, considers the influence of transmission and distribution price policies in the third regulatory cycle, and requires all new energy to enter the market based on the premise of dual-carbon targets. Based on the impact of distributed generation participating in market transactions on the grid cost, the equivalent distribution price model of various grid forms is constructed, and the optimization direction is proposed for the settlement policy of micro-grid, incremental distribution network and small stock grid. The feasible suggestions can promote the effective integration of various grid forms, help improve the regulation capacity and power supply reliability of the grid, and accelerate the intelligent process of the distribution network. Promote the reform of incremental distribution business in China, and provide theoretical basis for the policy research of provincial multi-form power grid development.
