Testing Protocol for English Learners: A Perspective from A Large-scale Multi-site Randomized Controlled Trial

Following a rigorous and manageable testing process, we proposed a comprehensive practical language testing protocol with details and step-by-step guidance in a large-scale multi-site intervention that served English learners (ELs). The multi-stage testing process consists of before, during, and after-testing stages with ten steps. Based on the experiences from administering a battery of assessments among Kindergarten to Grade 3 ELs, we recommend the following essential components in the testing administration: (a) accurate student rosters that are built upon consented students and updated when students withdraw, (b) valid and reliable instruments for collecting data, and (c) qualified testers provided with comprehensive training before each test administration.
