Modern Radio Spectrum Management and Monitoring Challenges within the Context of the Recent European Regulation

Among the recent European regulatory measures to support innovative electronic networks and services, there are specific initiatives for the co-ordination of radio spectrum policies, (especially within the context of the latest Decision No.676/2002). Frequency availability, spectrum efficient use and management are dynamic modules of the European economy and affect the successful transition towards an "Information Society for All citizens ", both corporate and residential. The paper discusses some amongst the major regulatory innovations and challenges, to ensure appropriate harmonised conditions for common approaches among all EU Member States. The work also overviews current EU priority issues for various frequency-based innovations, fundamental for further market evolution (also including the perspective for secondary trading of spectrum to achieve greater flexibility as for spectrum management), technology development and social cohesion, in parallel with international activities within the scope of WRC and summarizes with major concluding remarks and expectations for the future.
