Construction of evaluation index system for the development of traditional Chinese medicine medical services in Hubei Province*

Objective: To construct the evaluation index system of traditional Chinese medicine (TCM) medical service development in Hubei province. Methods: Literature analysis and Delphi method were used to construct the evaluation index system of TCM medical services in Hubei province , and the weights of indexes were determined by analytic hierarchy process (AHP). Results: The positive coefficient of two rounds of expert questionnaire consultation were 100% and 83.33% respectively. The degree of expert authority was 0.75 and 0.86 respectively. The expert coordination coefficients were 0.290 and 0.203, respectively. Finally, the evaluation index system of TCM medical service development in Hubei Province, which includes 6 first-level indexes, 17 second-level indexes and 44 third-level indexes, was established. The first-level indicators are resource allocation, service ability, scientific research innovation, talent training and education, cultural inheritance and promotion, TCM management, with weights of 0.2572, 0.2694, 0.1291, 0.1387, 0.0904 and 0.1150, respectively. Conclusion: The constructed evaluation index system of TCM medical service development has strong scientific, reliable and application value, and can provide reference for the relevant departments of TCM in Hubei Province to make scientific decisions and implement the strategy of strengthening the province of TCM.
