Development of an Online Calculator for Estimation the Carrying Capacity of Equipment at Municipal Wastewater Treatment Plants

The concept of the capacity of natural-industrial systems (NIS) helps to understand the real reasons for the unstable behavior of regional economic obj ects. The concept of carrying capacity (CC) is associated with the presence of external or internal disturbances of such a type, under which systems cease to meet specified requirements, lose their stability and survivability (for ecosystems - elastic stability) and are not suitable for further normal operation. In information systems, the concept of CC is associated with the establishment of a limit to their capacity, since the presence of interference in communication channels leads to the limitation and loss of information in the message. In the practice of applying the methods of reliability theory for a wide class of production systems, the concept of “limit state” characterizes such conditions under which further operation is unacceptable or impractical, or restoration of the working state is impossible or impractical. For ecosystems, the concept of throughput is identified with the capacity of the habitat of biological species and is interpreted as the maximum population size that the environment can stably support, provide with food, shelter, water and other necessary benefits. Methods of finding compromise solutions contribute to the elimination of imbalances between the real capabilities of the resource base of the region, the economic activity of its NIS and the quality of the environment in the problem of sustainable development. This paper proposes a scientific approach to coordinating the load on treatment facilities with their maximum throughput and its implementation in the form of an online calculator.
