Capital Costs Evaluation Methods: Cost-benefit Analysis

According to the legislation of the European Union (EU) introduced respectively in the national legislation of the member states, the natural gas and electricity transmission operators are obliged to develop, public consulting and submit for approval Ten years network development plan (TYNDP) to the national regulatory authorities (NRA). The TYNDP must include the construction, expansion, reconstruction and modernization of the electricity or natural gas transmission network's main infrastructure for next ten years including infrastructure cross zonal projects with neighbour countries - Project of common interest (PCI). In this publication, a real analysis of the regulatory bodies of the Republic of Bulgaria and the Republic of Greece is considered when making a general decision on the cross-border distribution of the costs and Cost Benefit Analyses of the Cross zonal Power Line 400 kV between the Substation “Maritsa East 1” (Republic of Bulgaria) and Substation “Nea Santa” (Republic of Greece).
