Aligning Healthcare Strategies Through Digital Information and Technology: Challenges and Solution

This study explores the challenges and solutions in implementing information technology in primary healthcare, focusing on Electronic Medical Records (EMR), telemedicine, and Enterprise Architecture (EA). This study uses a qualitative analysis method supported by literature studies and case studies in Indonesia. The main challenges identified include system interoperability issues, data security and privacy, implementation costs, and resistance to change. To address these challenges, the study proposes using strategic gap analysis to assess integration gaps and identify areas for improvement. In addition, implementing EA with the TOGAF framework is expected to improve the coordination and integration of health information systems. Data standardization through implementing FHIR is also essential to strengthen system interoperability. This study recommends developing policies that support the adoption of health technology and the exploration of new technologies in diagnosis. Through this approach, the study aims to improve the efficiency, quality, and overall accessibility of primary healthcare services.
