Role of Electricity Supply Industry Structure in Power Quality Management in Namibia

The Energy Supply Industry (ESI) structure plays a vital role in the management of the power quality and quality of service. It is crucial to enforce good power quality at all times to the ensure safety of humans and equipment; and also, to minimize the loss of revenue due to outages. Over the years, ESI structures have been transforming and getting decentralized. This paper examines the impact of ESI structure on power quality monitoring and control. Questionnaire-based surveys were undertaken with the regulator and other stakeholders in Namibia. The survey responses helped to draw up a proposed power quality data flow structure. Results indicate the need for effective collection and seamless flow of the data between the stakeholders. ESI specific KPIs need to be determined from the power quality data and reliability indices need to be analysed periodically for improving the overall service.
