Analysis of Public Debt Management Practices in Low- and Middle-Income Countries: Intensity and Use of Academic Research

Public debt management presents significant challenges for low- and middle-income countries, requiring effective and well-informed strategies. Academic research can play a crucial role in providing valuable analysis and recommendations. This study focuses on assessing how academic research is utilized by debt management offices (DMOs) in these countries to manage public debt. Through a survey, we aim to uncover the extent to which DMOs integrate academic insights into their practices, identifying both effective approaches and challenges encountered. This examination aims to improve our understanding of these processes, thereby improving public debt management and strengthening the link between academic research and public policy, particularly from the perspective of DMOs. The results of the survey indicate that, although the importance of academic research is recognized, its practical application in debt management strategies remains limited due to various barriers and the restricted collaboration between academia and DMOs. Furthermore, from the perspective of the DMOs, this study suggests ways to enhance interactions between DMOs and academic institutions, including through workshops, joint conferences, and research partnerships focused on topics of mutual interest.
