Challenges of the Quadruple Helix Innovation to Improve Smart Business Sustainability

This research aims to integrate the roles of city government, society, industry, and academia in improving business sustainability by considering the implementation of smart cities in Indonesia. This integration refers to the quadruple helix model. This model was used as a reference to overcome the problems of lack of city government commitment, human resources, and infrastructure in implementing smart cities. Based on the Innovation Management Design (IMD), three cities in Indonesia are included in the smart city assessment, namely Jakarta, Makassar, and Medan. Based on the indicators from IMD, this is the basis for the readiness and development of business innovation for other cities in Indonesia in developing smart city sustainability. The source of the data comes from data from IMD from 2019–2023. Data analysis used Power BI using ribbon charts, radar charts, and cluster analysis to analyze the comparison of smart cities in the three cities in Indonesia which were included in the ranking based on IMD. The results of this research are that the quadruple helix model is important in integrating various indicators used in implementing smart cities. Integration of government, society, industry, and academia will determine the smart business performance of each city. Smart city implementation by considering the SDGs is also large because, from the analysis results, there are several indicators such as air pollution, health services, and green spaces, which are several indicators needed to achieve the SDGs.
