Synergistic Aspects of Achieving a High Level of Efficiency in Personnel Management of Organizations to Ensure Sustainable Development

A mathematical model was developed to achieve a high level of effectiveness and efficiency in personnel management in the energy sector of a developing country, based on the principles of synergy. Using artificial neural networks, the effectiveness of various approaches to personnel management was tested, and key factors determining the effectiveness and efficiency of personnel management were confirmed. This allows for the creation of adaptive management systems capable of effectively responding to dynamic changes in the internal and external environments of organizations, which is critically important for ensuring the sustainable development of the country.
