Research on Coal Procurement Decision Model Under Multiple Constraints

Coal procurement has always been the focus of thermal power enterprises. Since 2015, thermal power has ushered in the era of price competition. The power grid price and power generation of thermal power have entered the channel of “double reduction”. The dual control policy of energy consumption has led to the decline of coal production capacity. The regional thermal power enterprises are in fierce competition, and the profitability of thermal power enterprises has weakened. While the power generation and on grid electricity prices have decreased, the coal price has risen. At present, fuel procurement costs account for over 70% of the overall cost of coal-fired power generation enterprises, and the level of fuel costs plays a key role in the profitability of thermal power enterprises. In order to cope with the fierce market environment, coal-fired power producers need to continuously optimize their operating costs to improve their competitiveness. However, most of China's power generation enterprises generally adopt empirical and manual means to prepare procurement plans, which lack scientific and rationality. In this paper, we consider the factors of coal quality, environmental protection, and supplier capabilities comprehensively, construct a procurement model for coal-fired power plants and formulate a scientific procurement plan, which also can assist power generation companies in their purchasing decisions.
