A Multi-Perspective Evaluation Model for the Effectiveness of the Park & Ride Facility

Park & Ride (P+R) is an important means of transportation demand management, which can combine the advantages of flexible and convenient car travel with the advantages of high-capacity and low-consumption of public transportation, intercepting the cars from the periphery of the city into the urban area, and alleviating the traffic pressure and parking problems in downtown. At present, a large number of cities have begun to lay out P+R facilities. Still, there are fewer studies evaluating the effectiveness of P+R facilities. To promote the sustainable development of P+R facilities, this paper constructs a two-tier indicator system for evaluating the effectiveness of P+R facilities from multiple dimensions, and integrates the Analytic Hierarchy Process, the mean-variance method, and the gray correlation analysis method to construct a multi-perspective evaluation model of the effectiveness of P+R facilities, and verifies the validity of the model by taking the Park & Ride facility in Shanghai as an example.
